How do schools deal with violence among students?

Let's say that a "nerd" is getting beaten up by a "bully"; if the nerd fights back because of self defense, does the school penalize the "bully" AND the "nerd"? If so, what are they thinking? Do they expect the "nerd" to just get down and take it?
